Some good info on zoning. Check out the demand portion. Yah, so if you look at the link provided, it turns out that the bars are horribly designed and completely unintuitive. Instead of the demand going from 0 to 100, no bar to full bar, it goes from -50 demand, no bar, to +50 high demand, full bar. So a half full bar is balanced.
